Supervision Committee

The Supervision Committee is composed, as outlined in the Statute, by the Managing Director, who chairs the Coordination, and the Inspectors of the Central Bank.

The Supervision Committee holds the authority to manage the supervisory functions of the Republic's banking, financial, and insurance systems, covering inspection, reporting, and regulation, as well as safeguarding the interests of savers.

The composition of the Supervision Committee is as follows:

Andrea Vivoli - Managing Director

Education

He graduated with honors in Economics and Business from the University of Florence.
In 2000 and 2002, he undertook in-depth studies in London on financial and operational risk management and supervisory techniques at Barclays Capital and the British Supervisory Authority.
In 2006, he earned the Certificate in Financial Asset Management and Engineering from the Swiss Finance Institute in Geneva, receiving the "Prize for Outstanding Performance."

 

Professional Experience
He has worked as a corporate consultant and expert in the regulation and supervision of banking and financial intermediaries. He gained significant supervisory experience at the Bank of Italy (from 1998 to 2008) and the Central Bank of the Republic of San Marino (from 2008 to 2016), holding numerous leadership positions. Notably, he served as a member of the Supervision Committee since April 15, 2019, and Head of the Supervision Committee since August 1, 2021.

Current assignments
Following his success in the Call for Selection for the Managing Director position, he assumed the role of Deputy Director on June 1, 2022, with the responsibility of acting Managing Director from July 1, 2022. He also took on the Chairmanship of the Supervision Committee. After successfully completing the probationary period and receiving approval from the Great and General Council, he has been the Managing Director of the Central Bank of the Republic of San Marino since March 1, 2023.

Giuliano Battistini - Supervision Committee Member

Education
He holds a Bachelor's degree in Business Administration from the University of Bologna.

Professional experience

Until 1996, he worked for a leading consultancy firm, managing Business Process Reengineering (BPR) projects in the Finance area for Italian industrial groups.
Since 1996, he has been an employee of the “Istituto di Credito Sammarinese” (ICS), where he also oversaw the transformation project into the Central Bank of the Republic of San Marino (BCSM), completed in 2005.
He has held numerous positions of responsibility at BCSM, initially in staff functions such as Organization and HR. Since 2006, he has taken on leadership roles within the Supervision Department, and as of October 1, 2024, he serves as Head of International Relations at the Central Bank.

 

Current assignments
Member of the CBSM Supervision Committee since 23 March 2019 (also in 2015-2016).
Since 2017, he has also been a Short-Term Expert for the International Monetary Fund.

Marco Giulianelli - Supervision Committee Member

Education
He graduated in Banking, Finance, and Insurance from the Catholic University of Milan.

Professional experience
He has been employed at the Central Bank since 2009. Within the Supervisory Department, he has gained experience in analyzing and evaluating the management and prudential aspects of authorized entities, crisis management, and sanction proceedings. He has also participated in on-site inspections of authorized entities alongside the Inspection Supervision Department.
He has held various leadership positions and has been the Head of the Intermediary Supervision Service since October 1, 2024.

Current assignments
Since October 4, 2018, he has also served as a member of the Supervisory Coordination of the Central Bank of the Republic of San Marino.

Fabio Mazza - Supervision Committee Member

Education
He graduated in Law from the University of Urbino and is licensed to practice as a lawyer and notary public in the Republic of San Marino.

Professional experience
He has gained significant experience in the San Marino banking and parabanking sector, specializing in leasing, fiduciary activities, legal advice, litigation, debt collection, and internal auditing. Since 2004, he has worked at the Central Bank, holding numerous leadership positions. Since February 3, 2020, he has been the Head of the Regulatory Supervision and Studies Department, and since July 1, 2022, he has also been the Deputy Head of the Supervision Committee. Additionally, he served as a Member of the Supervision Committee from April 2015 to September 2016 and from October 2018 to February 2019.

Current Assignments
Since July 1, 2022, he has once again served as a Member of the Supervision Committee of the Central Bank of the Republic of San Marino.

Maurizio Pappalardo - Supervision Committee Member

Education
He holds a Bachelor's degree in Business Administration from the University of Genoa.

Professional experience
He gained significant supervisory experience as a Financial Analyst at the Bank of Italy until 2000.
He then worked at Crédit Agricole Corporate and Investment Bank – Milan Branch, where he served as Deputy Head of Compliance, Internal Controls, and Financial Security.
From 2009 until early 2017, he was Deputy Head of the Inspectional Supervision Service, a role he resumed on September 19, 2019. Between 2017 and 2019, he worked as a consultant and trainer.
Since November 13, 2020, he has been the Head of the Inspectional Supervision Service.

 

Current assignments
Since September 5, 2019, he has also served as a member of the Supervision Committee of the Central Bank of the Republic of San Marino.
