Article 39 of the Statute entrusts the Central Bank with the following functions:

  • the formulation of opinions, through the Secretary of State for Finance, to the Great and General Council and the State Congress on monetary, credit, financial, currency and economic issues;

  • the identification, at the behest of the State Congress through the Secretary of State and Finance, of the most appropriate forms of financing to cover any financial needs of the State and Public Administration.

Article 45 of the Statute also provides for:

  • the ability of the Central Bank to provide assistance to the State Congress on economic matters and measures that may affect the pursuit of the Central Bank's institutional purposes;

  • the ability to make resolutions and comments on proposed laws and regulatory acts that directly relate to the purposes and functions of the Central Bank, as well as to itself draft proposed laws and regulatory acts on matters within its jurisdiction for submission to the State Congress through the Committee on Credit and Savings.

As a result of the above, the Central Bank frequently provides to the requesting Secretariats of State, not only its advice as far as it relates to the matters within its competence, but also its effective cooperation in the elaboration of specific regulatory projects and in the analysis and compilation of the questionnaires transmitted by the offices of international cooperation with direct participation of its staff to the San Marino delegations.
