Consultancy and provision of information to the Congress of State

Art. 39 of the Statues entrusts the Central bank with the following duties:

  • submit opinions concerning monetary, credit, financial, currency and economic matters to the Grand and General Council and to the Congress of State, through the Secretary of State for Finance;
  • identify, having been charged to do so by the Congress of State through the Secretary of State for Finance, the forms of financing most able to cover the possible financial requirements of the State and the Public Administration.

Art. 45 of the Statutes provides that:

  • the Central Bank will be entitled to assist and inform the Congress of State, through the Department of the State Secretary for Finance, on economic matters and measures which, in the opinion of the Central Bank, can be associated with and influence the pursuit of the Central Bank’s institutional objectives;
  • the Central Bank will be entitled to put forward resolutions and comments on proposed laws and on normative instruments referring directly to the objectives and functions reserved by the present law to the Central Bank, and also to draft proposed bills and normative instruments on matters within its sphere of competence, to be submitted to the Congress of State through the Committee for Credit and Savings.

As a result, the Central Bank often provides to the Secretaries of State applicants, not only his own advice about matters of its competence, but also its active collaboration in the development of specific projects. CBSM offers its cooperation also arranging for the analysis and compilation of questionnaires sent from the headquarters of international cooperation organizations with the direct participation of its staff to the delegations of San Marino.
