The Central Bank of the Republic of San Marino signs a Memorandum of Understanding with the Luxembourg Supervisory Authority on the insurance sector (Commissariat aux Assurances)

On 9 September 2025, the Central Bank of the Republic of San Marino (CBSM) signed a Memorandum of Understanding (MoU) with the Commissariat Aux Assurances (CAA), the Luxembourg Authority on Insurance Sector.

The Memorandum establishes a framework for bilateral cooperation and the information exchange between CBSM and CAA in carrying out their respective functions and duties and provides for a solid basis for mutual assistance in the supervision and regulation of insurance activities. 

The agreement was signed by Mr Andrea Vivoli, Managing Manager of CBSM, and Thierry Flamand, President of the Executive Committee of CAA.

CBSM President, Ms Catia Tomasetti, welcomes the signing of the agreement with great satisfaction, stating that this additional Memorandum of Understanding forms part of an already extensive framework of cooperation with institutions in other countries and confirms the strength and quality of CBSM’s international relations.

CBSM Managing Director Vivoli underscores that: “the signing of this MoU strengthens the institutional link between CBSM and CAA and reinforces our shared commitment to safeguarding market integrity. Given the active presence of Luxembourg-based insurers in San Marino, this cooperation will align our supervisory approaches, promote innovation and expand the range of high-quality insurance solutions available to our community.

CAA President of the Executive Committee, Mr Thierry FLAMAND, emphasizes: “This MOU reflects the CAA’s policy of systematic international cooperation, given the prevalence of cross-border activities carried out from the Grand Duchy of Luxembourg.”
