Circular No. 2026-02 “Periodic Disclosure Requirements Regarding Prudential Supervision”

Written by BCSM | 21 Oct 2026

The Central Bank of the Republic of San Marino hereby announces that, pursuant to Articles 39 and 41 of Law No. 165 of November 17, 2005 (the so-called LISF), Circular No. 2026-02 concerning the periodic reporting obligations of banks and non-specialized financial companies with regard to prudential supervision.

The adoption of this measure, effective as of October 30, was necessary to align the reporting requirements with the changes that Regulation No. 2024-05 has recently introduced in banking prudential regulations—primarily regarding market risks and settlement risks and the related capital adequacy requirements—as part of the gradual transposition of the CRD and CRR standards.

Given the scope of the reform and the need to extend the scope of application to financial companies authorized, pursuant to Article 156 of the LISF, to also provide investment services (so-called “non-specialized” companies), rather than amending the previously applicable Circular (Circular 2012-03), it was replaced in its entirety, with its simultaneous repeal. The current absence of specialized financial companies has made it possible to extend the scope of the repeal to the corresponding Circular 2013-01.

The expansion of the information required for prudential purposes has also necessitated a redefinition of the scope of the audits already entrusted to auditing firms, as amended by Regulation No. 2015-01.

The contents of the Circular, which concern solely supervisory reporting obligations, were the subject of a preliminary technical discussion with the supervised entities to which it is addressed, along with the new reporting form and related operating manual, which are already available in the section of the website reserved for them.

The first report to be submitted using the new reporting template is due on November 30 (reference date: 09/30/26).
